Instructions

Heat oven to 450°. Whisk flour, baking powder, baking soda, sugar, and salt into a bowl. Add butter and rub the butter into the flour mixture with your fingers or a fork. Stir in chopped chives. Add the buttermilk and stir until just incorporated and the batter pulls away from the sides of the bowl. Using a tablespoon, drop a heaping scoop of the dough onto a parchment-lined baking sheet about 2-inches apart. Bake until the tops are golden brown and crisp, 10 to 12 minutes. Transfer to a wire rack and cool for 5 minutes.
